Small School Districts Committee Report - Don Davis, Region 7 Representative

The members reviewed the purpose of the Small School District (SSD) Committee which is to advocate for smalls school district issues within ACSA, to provide information to the Legislation Policy committee on legislation that affects small school districts, and to provide information to administrators of small school district on issues unique to their situations.  [Note: Over ½ of all school districts in California are small (ADA less than 2,501); 625 districts]
The SSD committee presented the following concerns to Martha Alvarez, ACSA Governmental Relations Liaison, and Rich Malfatti, Personnel Practices Liaison:
• The state accountability system cannot be “one-size-fits-all”, as even small variations from one year to the next in student enrollment in SSD’s can result in large variations in the “distance from met” and other metrics that measure “change”.
• CTE credentialing requirements are too burdensome for small high schools seeking to fill CTE teaching positions. Often CTE positions in SSD’s are partial FTE, and thus less desirable for job seekers. Also, adding CTE designations to existing credentials is difficult.
• State ACSA needs to remind Regional reps to advocate for SSD’s.
• State legislators need to know how of their decisions affect SSD’s.
• The mandated contribution increases to CalPERS/CalSTRS are devastating SSD (and all school district) budgets. The state’s legislative bodies and CalPERS need to address the retirement systems’ shortfalls in a more comprehensive manner than just piling on employers.
Martha Alvarez is taking SSD Committee concerns forward in ACSA, pursuing potential relief strategies. SSD administrators can forward their ideas to mitigate these issues, to their regional representatives or directly to ACSA Governmental Relations.
